In Social Studies class in 8th grade, we learned that Japan had closed itself off from the rest of the world and only came out after an American, Commander Perry, came to Japan with an army.

It was created for the whole of Japan, the people. The source won’t be necessarily affected by just the person it was created for.
Reason: Why was this source produced at the time it was produced?
It was made to keep central rule.

No in and no out of Japan.
Significance: Why is this source important? What inferences can you draw from this document?
The shogun is trying to not get dragged in any war, so it is trying to not let information leak out or any information about other countries to get in, especially secrets.
